The objective of the Study Tour was to acquaint the participants from
various regions with the following topics:
- Reform of public administration
- Privatisation, restructuring and connection to the regional
development
- Act on the establishing of ministries and other bodies of state
administration of the Czech Republic, competence of ministries
- Development aid, its importance in foreign policy. Development aid
in OECD and EU countries. Development aid in transition countries
and in the Czech Republic.
- Programmes of the regional development support
- Transborder co-operation
- Structure of the Ministry of Industry and Trade of the Czech
Republic, its competence; budget, rewards system of state employees,
their benefits and guarantees; status of the ministry in the process
of public administration reform; current operations of the ministry,
medium-term economic policy
- The Supreme Audit Office of the Czech Republic - its role in a
relation to the state administration
- Activities of the Regional development department of the Kladno
District office
- Employment policy in an industrial region in the process of
restructuring, Competence and possibilities of the Kladno District
office
- The role and activities of AVE Training Centre at Kladno, its
co-operation with Kladno Labour office
- Act on Public Procurement, principles, practice, role of the
Office for Protection of Economic Competition
- Financing of town's needs
- Presentation of the Union of town and municipalities, European
Charter of local self-government
- Regional policy in Czech Republic
- Financing of territorial self-government
Participants obtained document for a study: Act on the establishing
of ministries and other bodies of state administration of the Czech
Republic, competence of ministries.
As a part of Study Tour programme the visits to the following
institutions were prepared and organised:
- Ministry of Industry and Trade of the Czech Republic where it is
possible to illustrate well the reform of Czech ministries achieved
so far. Participants had a possibility to be acquainted with the
history of ministry's development to its current status, with the
current structure and activities and in details with long-term and
short-term strategy.
- Supreme Audit Office of the Czech Republic where the participants
were acquainted with the profile of this Office and in details with
its role in a relation to the state administration.
- Office of Prague 1 district where participants met deputy city
manager Mr. K. Loucky and were informed on status of district Prague
1 in the administrative system of Prague.
Further, the participants have met with Mr. E. Outrata, Senator of
Parliament of Czech Republic.
