The objective of the Study Tour was to acquaint the
participants with the following topics:
- Czech public administration reform at central and local levels
according to the requirements and standards of the European Union
- Regional policy in the Czech Republic, regional development
programmes
- Programmes of the regional development support
- Transborder cooperation
- Citizens participation in public administration at all levels –
national, regional and local
- The role and mission of the Union of towns and communities of the
Czech Republic
- Information systems in public administration
- Training of public officials at central level
- Training of public officials at local level
- Financing of local self-government
As a part of Study Tour programme the visits to the
following institutions were prepared and organised:
- Centre for Regional Development and Euro Info Centre
- Ministry of Informatics
- Prague City Council
- Regional Authority of the Central Bohemia Region
The participants have met Mr. E. Outrata, Senator of
the Parliament of Czech Republic and Mr. Y. Perebyinis, Chargé
d’affaires of the Ukrainian Embassy in Prague.
Working language of TF project training activities is
English. In the case of this Study Tour, in view of language knowledge
of the participants, the Ukrainian side requested to realise the Study
Tour in Russian. Presentations were conducted in Czech language with the
translation into Russian and participants obtained Study Tour materials
primarily in English and they will arrange their translation.
The first day of the Study Tour was dedicated to a brief information
about EDUCON and TF Project activities, to the overall information about
the subject of the Study Tour and to the strategy and process of Czech
public administration reform at national and central levels according to
the requirements and standards of the European Union. During further
days participants became familiar with the regional development, good
governance and decentralisation which was demonstrated in discussions.
